Taking photovoltaic, low-voltage electrical appliances, lithium batteries, and other electromechanical products as examples, countries such as Europe and the United States have imposed requirements for product carbon footprints when procuring electromechanical products (such as the EU's "New Battery Regulation" and the "CBAM"). More and more multinational companies are also incorporating product carbon footprints into their sustainable supply chain management requirements. Product carbon footprint certification, along with its standardization and transparency, is not only a key means to promote carbon reduction and achieve the "dual carbon" strategy (carbon peaking and carbon neutrality goals) but also a crucial lever for implementing green procurement and breaking through trade barriers.
在此形势下，为贯彻落实我国“双碳”发展战略，国家相关政府部门陆续出台政策文件支持各方积极开展碳标识工作，鼓励先行先试，如2023年10月市场监管总局印发的《关于统筹运用质量认证服务碳达峰碳中和工作的实施意见》提出2025年前要基本建成双碳认证制度体系；2023年11月国家发改委等部门印发的《关于加快建立产品碳足迹管理体系的意见》提出要完善重点产品碳足迹核算方法规则和标准体系，推进产品碳标识认证制度建设；2024年3月国务院印发的《推动大规模设备更新和消费品以旧换新行动方案》提出要完善碳标签等标准体系，充分发挥标准引领、绿色认证、高端认证等作用。不过，我国这方面的工作刚刚起步，虽有部分行业组织先行开展，但整体上工作仍处在前期阶段。

In March 2024, the State Council issued the "Action Plan to Promote Large-scale Equipment Renewal and Trade-In Programs for Consumer Goods", proposing to improve standards such as carbon label, fully leverage the role of standards in guiding, green certification, and high-end certification. However, China's work in this area has just begun, and although some industries and organizations have already taken the lead, it is still at an early stage overall.

As a key promoter of low-carbon development and green transformation in the machinery and electronics industry, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME), with the support of Carbon Newture's digital technology, officially launched the "China Machinery and Electronics Industry Dual Carbon Disclosure Platform" in March 2023. The platform aims to promote the green and low-carbon transformation of the machinery and electronics industry. Currently, the platform has disclosed carbon information for hundreds of products from nearly a hundred enterprises, gradually forming a resilient and highly transparent dual carbon information ecosystem.

However, the machinery and electronics industry in China currently lacks a unified, compliant, and trustworthy green and low-carbon label to enhance the green and low-carbon trade system for machinery and electronic products and the certification system for carbon label in China. To further enhance the ability of machinery and electronics enterprises to cope with sustainable development risks, effectively guide the industry chain to jointly reduce emissions, enhance competitiveness in foreign trade, and promote the export of China's advantageous technologies and high-quality green products, CCCME has introduced the "China Carbon Label for Machinery and Electronic Products". It will utilize extensive international and domestic cooperation channels to promote the application scenarios and comprehensively promote the domestic and international recognition and application of carbon label.
