The Ministry of Industry and Information Technology issues the "Interim Measures for the Cultivation and Management of Green Factories"

On January 30th, to implement General Secretary Xi Jinping's important directives on green manufacturing and expedite the establishment of a green manufacturing and service system, harnessing the foundational and guiding role of green factories in the manufacturing industry's green and low-carbon transformation, the Ministry of Industry and Information Technology issued and implemented the "Interim Measures for Gradient Cultivation and Management of Green Factories". As an administrative normative document for future gradient cultivation and management of green factories, the "Interim Measures" will further lead the demonstration and driving role of green manufacturing benchmarks, promoting the industry and regional green and low-carbon transformation and upgrading.

The "Interim Measures" will establish cultivation mechanisms from the following two dimensions:

  • Establish a "vertical linkage" green factory cultivation mechanism at the national, provincial, and municipal levels.

  • Establish a "horizontal driving" mechanism for green factory cultivation in green industrial parks and green supply chain management enterprises, influencing upstream and downstream enterprises within the park and supply chain.

Following the principles of enterprise-centered initiatives, government guidance, standard leadership, and comprehensive coverage, the "Interim Measures" are based on green factory cultivation, supported by the cultivation of green industrial parks and green supply chain management enterprises. It aims to optimize the policy environment, guide third-party organizations to provide specialized services, and stimulate the intrinsic motivation for green manufacturing within enterprises.

Specifically, the "Interim Measures" consist of six parts, including general provisions, gradient cultivation requirements, creation procedures, dynamic management, supporting mechanisms, and supplementary provisions, totaling 27 articles. Additionally, it includes four attachments, namely the requirements for third-party evaluation of green manufacturing, evaluation requirements for green industrial parks and green supply chain management enterprises, and the dynamic management table for units on the green manufacturing list.
