Notice of the Ministry of Industry and Information Technology and Four Other Departments on Issuing the "Implementation Opinions on Improving the Reliability of the Manufacturing Industry."

Recently, the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, and the State Administration for Market Regulation jointly issued the "Implementation Opinions on Improving the Reliability of Manufacturing Industry." The document proposes to focus on key industries such as machinery, electronics, and automobiles, in line with the strategic goals of building a manufacturing powerhouse and a quality-oriented country, benchmarking against the advanced level of similar international products, and addressing the reliability gaps in basic products.

The relevant person in charge of the Ministry of Industry and Information Technology stated that the implementation opinions set a "two-step" goal: in the first phase by 2025, focusing on filling the gaps and strengthening weak areas, the reliability level of key core products in key industries will be significantly improved, with over 100 exemplary demonstrations of reliability improvement; in the second phase by 2030, focusing on overcoming long-standing issues and achieving effective results, the reliability level of 10 categories of key core products will reach international advanced level, promoting the overall reliability level of China's manufacturing industry to a new level.

The implementation opinions specify eight key tasks to enhance the management level of manufacturing industry quality and reliability, and accelerate the research, development, and application of reliability engineering and technology. Among them, the focus is on machinery, electronics, automobiles, and other industries, implementing projects to improve the reliability of basic products as the foundation, and doubling the reliability of complete equipment and system.

"Focusing on these key industries is not only because of their large industrial scale but also considering their strong radiating and driving capabilities." The official mentioned that currently, the reliability level of basic products such as precision reducers and high-end bearings, as well as complete equipment products like heavy-duty CNC machine tools and precision measuring instruments, needs further improvement. By implementing these projects, reliability growth can be promoted, and the resilience of the industrial chain and supply chain can be enhanced.

The Ministry of Industry and Information Technology stated that further efforts will be made to strengthen inter-departmental coordination and inter-provincial linkage, enhance policy support, and create a favorable environment. It specifically emphasizes the implementation of inclusive policies, such as deducting R&D expenses for reliability technology research, product design and development, and testing verification during the pilot phase, and increasing support and incentives for reliability improvement.
